numbers i saw. the nra contributed 20 million today's federal campaigns last year, $20 million and gun control groups gave $4,000. and 50% of the members of the new congress, in fact, more than half have an a rating from the nra. given all of that, how do you and other groups that feel as you you to hope to take on the gun lobby in practical terms? how do you match their money and their clout on capitol hill? >> look, are the nra is spent a lot of money on the elections last cycle and they didn't have to lot to show for it especially if you look at the senate. a lot of their candidates lost and they had a very if we are looking at return on investment they had a very low return on investment. of course, the nra s a strong lobby. the issue here is who s going to represent the voices of the american people in this debate. things that seem like common sense to the american people. they scrub stand that we need to protect people's right to own a gun in their own home and protect themselves but there is something tragically wrong when there is mass slaughter so we have to solve this problem

and the pew research center shows 60% of americans support a ban on assault weapons. we know that the nra has rejected any idea or notion of a ban on assault weapons and even some congressmen and members of the house of representatives and senate would oppose a ban on assault weapons seeing it as extreme. a few democrats used that language. nevertheless, if the president did not include a comprehensive plan which addresses this issue of high magazine -- high capacity magazines and assault weapons, telling the american public the newtown tragedy is the most difficult day of your presidency, if you don't take big action then those really are just words. >> i think that's exactly right. and i think that what you're basically saying is that part of what the president is going to announce will be symbolic and not have that great of a chance of passage and part of it will be practical measures that do have at least some slim chance of making it through this congress. you see in those polls that the idea of universal background checks and of closing the gun show loophole, a much more of a gaping exe

meets with the nra in the white house. >> there is no similar solution to how we deal with the kinds of things that happened up in newtown or colorado or the general gun violence that exists in america today and. the president and i and the cabinet understands that it is a complicated issue. >> vice-president biden met with the nra, among others, at the white house this week. he's expected to deliver gun control or commissions to the president as early as next tuesday. colby, will this be a showdown with the nra over an assault weapons ban? >> no, it will not be gunfight at the o.k. corral. they will oppose any effort to do any thing on guns, and they may prevail. and there will probably be some agreement on background checks. to be parochial about this, in the district of columbia it would mean nothing to us regardless of any proposal did last year, the metropolitan police department recovered 1600 firearms. the year before, 2000 firearms. since 2003, more than 20,000 illegal weapons have been recovered in the district of columbia. no legal weapons allowed, and yet we recovered over

and the majority of nra members. you used evidence-based solutions. house republicans might say it is based on an ideology. how would you counter that? >> you have to show some research-based analysis that shows the effectiveness of programs ax lot of good-sounding initiatives don't work. many are even counter productive. we need to make sure there is a research basis, an evidence basis for the initiative. that's why we use the term evidence base so we don't end up with a lot of slogans and sound bytes. >> john: it is almost like they're demanding common sense with a background check. here in new york of course, governor cuomo passed the toughest gun laws in the country. what's going on in your home state, my mom's home state of virginia? >> unfortunately we're going in the opposite direction. about 20 years ago under the direction of governor wilder, we passed a one gun a month. you can only buy one gun a month and unfortunately, last year, that was repealed. so we're going unfortunately in the wrong direction in virginia. we need tougher laws to make sure that the wrong people don't have
